About MassHealth
MassHealth is the state agency responsible for the Healthy
Start Program (HSP) design and for payment of all benefits. Funding for the
Plan is provided by the Commonwealth of Massachusetts.
UniCare provides administrative services such as claim processing, customer service
and reporting to MassHealth. UniCare is not the insurer of the Healthy Start Program.
